The EU4PAR project aims to support the Government of Ukraine in implementing a comprehensive Public Administration Reform (PAR) aimed at building a digital service-oriented state that serves citizens based on European good governance practices.
PAR is one of the three fundamental pillars (along with the rule of law and economic governance) in the EU enlargement strategy, and thus in the EU accession process. An efficient public administration is also essential for Ukraine’s recovery and reconstruction.
Public Administration Reform Goals:
- Ensuring quality service delivery and developing convenient administrative procedures for citizens and businesses.
- Building a system of professional and politically neutral civil service focused on protecting citizens’ interests.
- Establishing effective public institutions accountable to citizens, which design and implement public policy for the country’s sustainable development.
The project supports the government in implementing the Public Administration Reform strategy for the period 2022-2025 within the following components:
Component 1. Quality Service Delivery and Development of Convenient Administrative Procedures for Citizens and Businesses:
- Supporting the implementation of administrative procedures and alignment of legal acts with the Law on Administrative Procedure, including developing proposals for relevant legislative amendments
- Law on Administrative Procedure related capacity building activities
- Law on Administrative Procedure related advocacy and information activities
- Support to improving administrative procedures.
Component 2. Professional and Politically Neutral Civil Service System Focused on Protecting Citizens’ Interests:
- Support to civil service policy development and implementation
- Support to development of HR function
- Support to merit-based recruitment and selection
- Support to civil service salary reform
- Delivery of tailor-made training programs and learning.
Component 3. Effective Public Institutions Accountable to Citizens, Developing and Implementing Public Policy for the Sustainable Development of the Country:
- Support to PAR policy cycle, Partner alignment and engaging with CSOs
- Support to PAR advocacy and communication
- Support to Centre of Government development
- Support to policy-making and legal drafting
- Support to rational organisation of public administration.
